The Rs 65 crore blunder of Bhopal Municipal Corporation, know how contractors tricked the system

Bhopal. Municipal authorities paid around ₹65 crore to Tata Engineering and Ankita Construction for potholes on Bhopal city roads. Both these companies are working to shift sewage pipeline and Kolar pipeline in Bhopal city. The condition of the tender is that if the road is opened then it should be restored back to its previous form. But suppose the contractor did not agreed to the conditions of the municipal corporation or they did not care for the rules. The Municipal Corporation also haven’t taken any strict action against both the contractors have been fully paid.
₹ 65 crore has been given to fill the pit
According to the tender, Rs 65 crore has been given to both the companies for filling the pits. Both the companies did not complete the restoration work. Now that the pressure has built up on the government and Chief Minister Shivraj Singh Chouhan has abolished the capital’s project administration, some new contractors will be paid again to fill these potholes quickly. That is, for filling a pit, the Municipal Corporation is being paid twice.
How cleverly do municipal corporations make mistakes?
RB Rai, Ex-Executive Engineer (PHE) explains that the contract for excavation and repair of the road for laying both water and sewage pipelines clearly states that the situation will have to be made the same. The PHE department then calculates the cost for this according to the work to be done at each place.
The Municipal Corporation started giving a consolidated contract for the entire work. Due to this, it is not possible to calculate the cost of individual work and the agency concerned takes advantage of this and takes payment without restoration. The corporation should make only this improvement in its process that with five percent security amount and 5 percent performance guarantee, 20 percent additional amount i.e. 30 percent of the payment should be stopped and if this payment is done only after the completion of the work, then the restoration of the roads should be done automatically.
